The complex projects and partnerships department is one of the leading departments in the group. Its main activity focuses on complex projects of Public-Private partnerships (PPP) and Private Finance Initiatives (PFI).
Among the complex projects managed by our group you find the Israel Defense Forces Training City an the Police National Training Center. We prepared, under PPP/PFI agenda, the tender for both projects.

Financial Consulting

Mr. Itai Eiges – Group Chairman
Mr. Eiges has extensive experience in management, consulting and facilitating complex projects. He served as the General Manager of the Ministry of Tourism and as the Deputy Director of the Budgeting Department at the Ministry of Finance.

Mr. Yoav Forer - Group Chief Executive Officer
Mr. Forer holds an MBA in Human Resources from Westminster University, London and an LL.B from Brunel University, London.
He has extensive experience in enterprise management. He has consulted senior managers on Organizational Development, Business Development and Strategy, with a wide range of organizations. He is skilled using a variety of methodologies.
Mr. Forer trained managers using the active leadership method. He was the manager of the Polytechnic University branch in Israel. He consulted on the establishment of various academic institutions in Israel. Mr. Forer served as a member of the Start-Ups committee for the Ministry of Industry, Trade and Labor under the leadership of the Chief Scientist. He has also consulted with the Ministry of Finance and the Ministry of Public Security on writing PFI tenders and leading the tender process for the Police National Training Center and the IDF Training City.
Mr. Forer serves at the IDF reserve as liaison between the Army, Local Authorities and Governmental Offices.
He teaches graduate students: Human Resource Management, Organizational Behavior, Work Environment Design, and Organizational Politics.
Mr. Forer's consulting passion is the application of a strategic perspective to the nitty-gritty details of project functioning to get macro as well as micro results in an efficient way.

Dr. Jaime Amsel
With over 30 years of management consulting experience with a wide variety of organizations: business, non-for-profit, community and governmental. Dr. Amsel is an expert in Institutional Strengthening and Innovation Management, both areas in which he has developed and successfully implemented management methods.
Dr. Amsel holds a Master's Degree in Social-Industrial Psychology from Bar-Ilan University and a Ph.D. in Organizational Psychology from Alliant University Los Angeles, CA, U.S.A.
He got training as Experiential Dynamic Group Facilitator with GREX, California. He is a licensed Organizational Psychology Expert/Supervisor with the Israeli Department of Health Board of Psychologists.
He published articles in English, Spanish and Hebrew, in academic and management journals like: Science, Journal of Business and Psychology, Status and Human Resources. He teaches graduate level courses on: Innovation Management, Organizational Theory, Diagnosis and Interventions and Human Resources Management. Dr. Amsel trains and supervises, postgraduate Organizational Consultants. He has presented his work at numerous conferences and participated in the organizing board of various professional conferences.
He was the academic director of the Organizational Consulting program at the Management College in Jerusalem and was a member of the Israeli Organizational Development Association board of directors.
Dr. Amsel is a Major with the IDF reserve and currently supervises Organizational Psychologists at the IDF. He is proficient in Spanish, Hebrew and English, and has a working knowledge of Hungarian.
Dr. Amsel's consulting passion is the creative combination of research methods with organizational dynamics to develop innovative, flexible and effective organizations.

Oded Forer, Attorney
Attorney Forer holds an LL.B. and a B.A. in Government from the Interdisciplinary Center in Herzlyia.
Attorney Forer consults with the heads of local authorities and city mayors on Political Strategy, Campaigning and Economic Development.
He has served as a consultant to the Minister of Education, Culture and Sports and was the General Secretary of the Israel Council for the Arts & Culture.
He has extensive experience in managing Political Campaigns and Crises Management.
Att. Forer is a Captain with the IDF Navy reserve. He is a graduate of the Israeli Naval Academy and the Advanced Naval Command training. He served as Commander of a 6 Dabur (electronically advanced Patrol Boat) flotilla. His serves in reserve service at the cadets' applicants selection process and is a trainer at the Naval Academy.

Ms. Batya Kfir
Ms. Kfir heads the group’s Research Division doing research in the areas of Management, Human Resources and Public Private Collaborations.
Ms. Kfir is a graduate of the West London College of Commerce, England and has studied Management and Human Relations, at the Open University. Ms. Kfir also participated in academic courses at the faculty of Humanities at Tel Aviv University.
She has been for many years the Administrative Manager of the Feinberg Graduate School, which is the academic wing of the world renowned Weizmann Institute of Science.
Mr. Michael Kaplun
Mr. Kaplun is the company’s Projects Manager. Among his duties, Mr. Kaplun heads the IDF Bases Relocation project and the Police National Training Center project.
In his job, Mr. Kaplun deals with research and data gathering and is a senior member of the company's management team.
Mr. Kaplun holds a Bachelor’s degree in Business Administration from the College of Management in Rishon le-Zion and is a graduate of the IDF's computer center at the world renowned 8200 intelligence unit.
In the past, Mr. Kaplun served as VP of GB Ltd., an events production company.
Mr. Kaplun's signature skills include, in depth multitasking, the ability to pay attention to different projects/persons and still focus on his mission.

Ms. Salit Sahar
Ms. Sahar holds a Bachelor’s degree in Psychology and Communications from the Hebrew University of Jerusalem.
She was formerly an academic consultant for the Israel branch of the New York Polytechnic University.
Ms. Sahar prepares the instructions for bid reviewers of the IDF Training City and the relocation of the bases to the Negev via a PFI tender.
For the Police National Training Center, Ms. Sahar is in charge of surveying the whole Police training system, assessing training needs and additional requirements to write accurate tender specifications. In addition, Ms. Sahar is elaborating the evaluation instructions that will lead to choose the best bid.

Aharon Avitan, Lt. Col. (Res.)
Mr. Avitan holds a M.Sc. degree in Public Administration and Policy from the Ben-Gurion University.
Mr. Avitan held various senior positions at the Logistics Corps of the IDF, among them he headed the departments of: • Land forces logistics comptroller, • Organization and regulations,
He was also in charge of the arms, ammunition and equipment center and Continuous Improvement program of logistic management and processes.
At CEO, Mr. Avitan, is the senior consultant for the logistics of the IDF training city.
