The Police National Training Center: A Public Private Partnership (PPP)/Private Finance Initiative (PFI) project
The Ministry of Finance, Ministry of Public Security and the Israel Police decided to build a new Police Training Campus. The ministries decided to implement the project as a PFI tender – a tender for a public project partnering with the private sector including: private entrepreneur planning, financing and building, as well as operating the new Police training center. Today Israel Police training is spread over various sites across the country and includes 18 different schools: • 3 National Training Centers. • 6 Regional Training Centers. • 9 Professional specific schools in the following fields: intelligence and investigations, operations, traffic, bomb disposal, policing, K-9 and Horse Mounted units. The Police National Training Center will centralize the entire Israel Police training array into one location and will include all the Police training subjects. The preliminary stage (PQ) tender for establishing and operating the National Training Center for the Israel Police in collaboration with the private sector was issued in November 2007. The project aims to make the Police training more efficient through synergetic use of available resources. This step will also enable an upgrade of training infrastructure.
The future National Police Training complex will be planned for the use of state of the art educational systems. The central location will allow easy access to training and operations personnel, instructors and staff. The centre will save accommodation and travel costs both by its location and the hosting facilities it will include. The project is being deployed as a PPP/PFI project where a private entrepreneur chosen among the bidders will establish, operate and manage the Training Center. Execution by a private entrepreneur means savings and resource optimization, while meeting the high standards required today in the training field. The scope of services provided by the entrepreneur will be specified in detail by The CEO Group. This is essential since the Center has as partners the Public Security Ministry, the Israel Police and the Ministry of Finance each one with its needs and interests. The CEO Group was chosen by an inter-ministerial committee to facilitate the process as how to: • lead the process, • prepare the tender, • write the operational guidelines, • define areas of responsibility and effectiveness in a way that it can be conveyed to and efficiently deployed by the winning private bidder. The scope of the work includes: • maintenance specifications, • operations specifications and, • step by step implementation instructions for the project. The CEO Group developed an innovative working model according to which the private entrepreneur will also provide training services according to the standards and outcomes specified by the Police. This model will render higher quality and flexibility than the actual setting. Command of the trainees will remain in the hands of the Israel Police while the training center management, training services and its operation will be performed by the private entrepreneur. The center will include: living quarters, training classrooms, an auditorium, public services (emergency clinic, kitchen, dining hall, clubrooms and a computer center), a physical fitness school (pool, physical training rooms, sports fields, stadium), shooting ranges, an armory, animal keeping facilities (stables, kennels, training grounds and veterinary clinic), and an 850-space parking lot. An area of 23 hectares has been formally allocated for the planned National Training Center.
